You're right. It's the ACLU that will sue the government for trying to get people off the streets. So the neglect is tied in with ideas of liberty that are fairly enshrined in our country. We have so many measures in place to protect us from this government that you say really should be taking care of the problem. I had so much liberty at 19 I came within an inch of killing myself.
